The Carroll Police Department reports a Carroll man was arrested last week on felony child sexual abuse charges. According to Carroll County District Court records, 36-year-old Samuel David Simmons was booked last Wednesday on two counts of second-degree sexual abuse, a class B felony. Carroll Police Department affidavits say Simmons engaged in sexual relations with the juvenile victim on at least two occasions between Jan. 1, 2022, and Oct. 18, 2023, at a residence in the 700 block of N. East Street. Authorities note the victim was under the age of 12 when the crimes occurred. Simmons was released from the Carroll County jail after posting a $50,000 surety bond. His initial appearance is scheduled for Dec. 7. Each class B felony carries a maximum penalty of up to 25 years in prison.
