Carroll County FY25 Planned Road Construction Includes Seven Projects Totaling $7.1 Million

Carroll County officials expect to complete over $7.1 million in construction projects for local road and bridge improvements in Fiscal Year (FY) 2025. The Carroll County Board of Supervisors and County Engineer Zac Andersen reviewed the Iowa Department of Transportation’s (DOT) five-year program during their April 8 meeting. Andersen says the county has seven major projects planned, the largest of which is nearly seven miles of resurfacing on County Roads E26 and N38 between Mt. Carmel and Lidderdale.

This construction is technically split into two projects, but they will be completed simultaneously. The $4 million resurfacing effort is funded entirely by Farm-to-Market dollars. Andersen says residents in and around Manning will see a lot of shoulder and resurfacing construction in southwest Carroll County on M66 this year, with nearly $2.1 million in work planned.

The two Manning area projects are funded using local dollars. Andersen says the remaining FY25 work is bridge replacements. Four of those are planned, including a joint effort with Greene County on Apple Avenue.

Of the combined $7.1 million total, $4 million is funded by Farm-to-Market, $905,000 by federal aid, $120,000 through the state swap dollars, and $2.1 million in local funds. The DOT five-year plan gets less certain as it gets farther out from year one. In FY26, six projects are planned, totaling $2.61 million. In the remaining years, FY27 has three projects at $5.04 million, FY28 with three at $1.05 million, and FY29 with two at $3.25 million.
