Fairview Tax Abatement, Housing Rezoning Request, And Golfview Platting On Carroll City Council’s Agenda For Monday

The Carroll City Council convenes Monday with three separate housing items on the agenda. The June 24 meeting begins at 5:15 p.m. at Carroll City Hall. City Manager Aaron Kooiker says the first housing topic is a rezoning request near the intersection of 13th Street and Quint Avenue.

 

Kooiker says the council is also looking at approving plats for the proposed West Golfview Subdivision. Kooiker says they can begin working with interested developers soon after the plats are finalized.

Representatives from the new owners of the Fairview Village Apartments, MW Capital Group 2, LLC, will be in attendance at Monday’s meeting to answer questions from the council about the company’s plans to rehab the dilapidated structures and how they plan to avoid the challenges the complex has faced in recent years.

MW Capital is seeking a 10-year, 100 percent tax abatement on $800,000 in proposed apartment improvements. A letter of support for the company’s Workforce Housing Tax credits application is also on the agenda. These items were discussed during the council’s June 10 meeting but were tabled due to some hesitation from city officials about MW Capital’s business plan. Outside of housing, Kooiker says the council needs to begin planning for a substantial 32 percent increase in the city’s property and liability insurance premiums.

If renewed, the city’s annual property and liability insurance annual premiums will be $636,950, over $150,000 more than the current year’s premiums, with a $7 million deductible. Other items on Monday’s agenda include the second reading of proposed parking changes along Bluff and Clark Streets, an amendment to the city code restricting the use of wooden pallets as fencing material, a Fiscal Year (FY) 2025 salary resolution, and a closed session concerning the potential city purchase of real estate. Again, the Monday, June 24 meeting begins at 5:15 p.m. at Carroll City Hall. The meeting is open to the public and will be live-streamed via the city’s YouTube channel.
