Each year the Carroll City Council comes together to discuss plans for the future in their annual planning session. This year, one of the topics brought the facilitator from the Institute of Public Affairs at the University of Iowa, was the structure of city government and ways to make it more effective. Mayor Adam Shweers explained the voting rights of the council members and mayor.

Schweers said the facilitator brought forth several options that are common in other city governments.

He added the council engaged in a discussion about the benefits of having an odd number of members who hold voting rights.

Schweers stressed this was a matter of discussion for future planning only. There could be no action taken for quite some time on this proposal.
