The Jefferson Police Department has issued arrest warrants in a theft investigation that began on Dec. 14, 2015. Warrants for fifth-degree theft have been issued for Patrick Douglas Doyle and Janice Anne Leonard, both of Jefferson. The investigation looked into water services being illegally turned back on and water usage after city crews had disconnected the utility.
