The City of Carroll has made a good faith acceptance of the Commercial Savings Bank building on North Adams Street from the Moehn and Milligan families. Now begins the work of looking into the future and searching out the answers they need to the questions arising with the next steps in the process of renovating the bank to house city offices and then City Hall to expand the library. City Manager, Gerald Clausen, said they need to keep in mind that there are stipulations they are agreeing to with their acceptance of this gift.
Although there is quite a bit of due diligence that will need to be done prior to any actual work on the bank building or City Hall being conducted, Clausen laid out a projected timeline. As the city begins digging deeper into assessments, plans and projections immediately, the Moehn and Milligan families will be moving forward with the development of a new banking facility. Clausen estimates that if a public vote is found to be necessary for the project, it could be done in late 2016. Construction of the new bank would possibly begin in 2017, with the city beginning renovations to the Adams Street location in 2018. He has estimated the library expansion would then be able to begin in 2019 and completed later that year or the next. This, he cautions, would all be contingent on many moving parts and is merely a preliminary framework for the major pieces. And after over 10 years of working to find solutions to more suitably match the library to the community needs, Council member Jerry Fleshner said he has heard from many residents and library patrons who are thankful for what the Moehn and Milligan families have done.
