At approximately 9:31 on Sunday, April 10, Jefferson Police Officers received numerous reports about a person driving recklessly throughout the county. It was also reported that 46-year-old Craig Kinsey of Jefferson, the person suspected of the erratic driving, had made statements to family members about harming himself. An officer was placed in a location to possibly intercept Kinsey, and locked his radar on his vehicle speed at 116 miles per hour in a 55 mile-per-hour zone. The officer stopped Kinsey, who was arrested at the scene and charged with Possession of a Controlled Substance—methamphetamine, a serious misdemeanor and Reckless Driving, a simple misdemeanor. He was also cited for Excessive Speed.
