Captain Mark Heino started his law enforcement career in July of 1977 in the small eastern Iowa town of Ossian. It was only one year later that he made the move to Carroll, where he has served since. He says that he studied up on Carroll prior to moving here.

With his retirement at the end of this month, he is taking a look back over his nearly 40 years of service in law enforcement. He says selecting this as a career was really a natural fit with who he is on a fundamental level.

Heino started as a patrol officer in Carroll and was promoted to Sergeant in 1986. In 2000 he was promoted again to Captain, and has served in that capacity since. His role as Captain is largely administrative, and he jokes if you want to be a successful Captain, you have to be adept at driving cars back and forth to the repair shop. He added that because of the major change from an analog career when he started to the digital world today, the amount of time dealing with media from the body and car cameras has increased greatly over the years. Heino stayed in Carroll because he really likes the city and the citizenry as well as the relationship between them and the department, and when asked about the most memorable moments of his career, he said a couple of cases stand out the most.

Heino said there was one main point he would like to make clear to his colleagues before leaving.

And he had one more thing he wanted to say to the people of Carroll before leaving his post.

Heino and his wife, Lynn, who is an instructor with the East Sac Community School District, will be staying here for the foreseeable future. He expects to spend a lot of time restoring old firearms in his basement and doing precision target shooting at the range, there are no firm employment plans and he is going to be taking it easy for a while. The public can thank Capt. Heino for his service and wish him well on his retirement at an open house on Wednesday, Nov. 30 from 2 to 4 p.m. in the Carroll City Hall lobby.
