Burke said Heino’s knowledge has been invaluable. He is the go-to guy when there are any questions on the law because he is very aware of all state codes and updates. He said he will miss that presence when Heino is done on Wednesday, Nov. 30.

Heino is the only Captain at the Carroll Police Department and Burke said he controls operations and all the officers essentially report to him and he reports to Burke. Heino was even temporary Chief as the city worked through the process of replacing retired Police Chief Jeff Cayler. Burke said they are working to hire another officer.
