An altercation between three individuals early Sunday morning in Storm Lake left an apartment heavily damaged, covered in blood and resulted in the arrest of two of the parties involved. At approximately 3:20 a.m., the Storm Lake Police Department was called to 605 Superior Street, Apt. 6 to assist an ambulance call for a woman losing a large amount of blood. Upon arrival, officers found 35-year-old Charlene Smith of Storm Lake lying on the floor in a semi-conscious state. The apartment had damage to the walls, windows and belongings and blood pools were visible in various places throughout. Smith was transported by Buena Vista County Paramedics to Buena Vista Regional Medical Center with injuries to her hand, foot and head. Rowell left the apartment, but returned later, forced entry and a physical altercation escalated, injuring both parties. A third person was also reported to have been assaulted during the incident. Rowell fled the scene before authorities arrived, but surrendered to Storm Lake Police at approximately 6 p.m. Sunday night, at which time authorities observed his injuries. Smith was arrested after being treated and released and is charged with criminal mischief in the second degree, willful injury, going armed with intent and assault while participating in a felony, all class D felonies. She was booked into the Buena Vista County Jail on $5,000 bond. Rowell was arrested and charged with criminal mischief in the second degree, a class D felony, and willful injury causing injury, a class C felony. He was booked on a $10,000 bond.
