There are quite a few items on the agenda for the next Carroll City Council meeting on Monday, April 24, and City Manager, Mike Pogge-Weaver says they are going to be starting off the meeting with the announcement of an award the City of Carroll will be accepting for the 27th year.

The council will also be awarding a contract for the Third Street Hot Mix Asphalt (HMA) resurfacing project, that Pogge-Weaver says came in under estimates, as well as reporting on the bid opening for two segments of the Carroll trail system. They are pleased that these also came in under the initial estimates.

These two segments will be started and completed during this construction season. There are other formalities for the council, such as entering into the $1 annual lease agreement with Bucko Baseball, doing business as the Carroll Merchants, and the formation of a steering committee per the request of OPN Architects. Pogge-Weaver adds they are excited about reviewing two subdivision preliminary plats, one at 2015th Street and Olympia Ave. and the other which will mark the completion of the 43-lot Northridge fourth subdivision, phase three. Progress is being made all over the city as Carroll will be applying for Graham Park to be designated an Iowa Great Place, a move that will provide monetary assistance for the development of the Carroll Recreation District.

And before entering into a closed session for the six-month City Manager evaluation, the council will participate in a workshop that will provide an overview of the economic development incentives available for growth and explain the differences between Tax Increment Financing (TIF) and tax rebates. Pogge-Weaver says it is normal to be concerned about the closure of Kmart and Payless Shoes, but the good news is that there are still a lot of investments being made into the community.
