Drug charges have been filed against a Carroll man after an investigation into an assault revealed he had methamphetamine in his possession. The charges against 39-year-old Jacob Jay Segura were brought on Thursday, July 20. On April 30, Segura was arrested by the Carroll Police Department on domestic assault charges. When law enforcement took Segura into custody, he was found with a bag containing 0.59 grams of methamphetamine between him and the victim. The contents were sent to the Iowa Department of Criminal Investigations for testing. Lab results confirmed the substance was methamphetamine. He has been charged with possession of a controlled substance—methamphetamine, a serious misdemeanor. Segura is scheduled to make an appearance for an initial hearing on Thursday, Aug. 10 in Carroll County District Court.
