The more than a decade-long debate on whether or not Carroll needs a new library will be officially answered on Monday, when the Carroll County Board of Supervisors canvas Tuesday’s election. The unofficial results came in shortly after 8 p.m. on Aug. 1 with 1,792 votes in favor and 1,101 votes against a $3.8 million referendum for the reconstruction of the Commercial Savings Bank’s building on North Adams Street to house city offices and the expansion of the Carroll Public Library into that former office space. There are still 80 absentee votes outstanding, and these will be factored in to the final calculations on Monday morning. The breakdown of voting shows a total of 968 absentee votes in favor and 420 against, which gave the referendum a 70 percent margin going into the voting on Tuesday. Ward one had 246 yes votes and 208 no, ward two reported 258 in favor and 201 against, ward three ended the night with 183 in favor and 147 against and ward four had 137 residents voting yes and 125 voting no.
