Highway 30 And Grant Road Project Bid Awarded To Correctionville Contractor

The long-anticipated expansion of the Highway 30 and Grant Road intersection is moving ahead after the Carroll City Council accepted bids for the project and approved an amendment on the professional services agreement with Snyder and Associates, Inc. At Tuesday night’s meeting, Director of Public Works, Randy Krauel, said the Iowa Department of Transportation, who is partnering in the project, received five bids that were opened on Jan. 17.

The low bid from the Correctionville company, however, was over the amended engineer’s opinion of probable cost.

Funding for the project is currently estimated at just over $2,514,000. Krauel said they will look to work through the project and make adjustments to the funding at a later date. The original professional services agreement with Snyder and Associates was drafted in April of 2014 and included language that would add additional service fees at a later date as they could not be quantified at that time. With the award of the construction contract, more phase services have been identified and the agreement amended to add construction fees in the amount of $187,400. Council person, Misty Boes, asked if they could expect any other amendments.

Mike Kots then asked about the possibility that penalties to the contractor for being over the 115-working days would offset additional fees, to which Krauel estimated that it would probably be close to a wash. The contract with Dixon Construction has a late start date of April 2 of this year.
