Carroll Man Sentenced To Prison Time On Vehicular Homicide Charge

A Carroll man accused of killing a woman while driving under the influence of marijuana has been sentenced to serve time in prison on a vehicular homicide charge. After hearing from the victim’s family, a Carroll County District Court judge ordered 18-year-old Kizer James Brockman into the custody of the Iowa Department of Corrections for an indeterminate term not to exceed 10 years, meaning Brockman will be eligible for parole. He was also ordered to pay restitution, a $1,000 fine, court costs and attorney fees. In exchange for Brockman’s guilty plea to homicide by vehicle through reckless driving, a class C felony, prosecutors agreed to drop a charge of homicide by vehicle-operating under the influence, a class B felony which carries a maximum sentence of 25 years in prison, and one count of operating while intoxicated, a serious misdemeanor. The charges against Brockman stem from a June 30, 2017 accident that occurred about three miles northwest of Carroll. An investigation by the Iowa State Patrol concluded Brockman was under the influence of THC, the active chemical in marijuana, and was traveling over 70 miles per hour when he ran a posted stop sign and collided with an SUV driven by Debra Renee Kock, of Carroll. Kock was pronounced dead at the scene. Brockman has up to 30 days to appeal his sentencing. Appeal bond was set at $10,000.
