A Carroll man has been arrested for assault after allegedly punching another man in the face. According to court records, the victim, Dylan Loughran of Carroll, was walking eastbound in the 800 block of 8th Street at approximately 2:45 p.m. on Friday, Aug. 31. Loughran told authorities 23-year-old Tyler John Thielsen drove past him, then exited his vehicle and became verbally aggressive. The confrontation ended after Thielsen hit Loughran in the face. An independent witness to the incident told police they saw a male shouting at the victim, pushing him approximately three times and then leaving the scene. Law enforcement located Thielsen in the 900 block of 8th Street later that day. He confirmed an argument had occurred but initially denied it became physical. After learning of the independent witness, he later admitted to “nudging” Loughran. Thielsen was arrested and transported to the Carroll County jail, where he was charged with assault, a simple misdemeanor. He was released after posting a $300 bond and is scheduled to make his next court appearance on Thursday, Sept. 13 at the Carroll County Courthouse.
