A Carroll man was arrested last week for failing to file as a registered sex offender after a move in July. On Thursday, Sept. 20, 55-year-old Joseph Lee Booher was taken into custody by the Carroll Police Department at his residence in the 900 Block of East Highway 30 at approximately 1 p.m. He was transported to the Carroll County jail and booked on two counts for not registering his work address or his residence within the required timeframe. The sex offender registration violations are aggravated misdemeanors.
