In a special meeting Wednesday night, the Carroll City Council gathered to review the bid report and to award that bid for the renovation of both the Carroll Public Library and the new City Hall. Four companies made submissions on Aug. 29, but two were classified as non-responsive for not meeting specifications or deadlines. City Manager, Mike Pogge-Weaver, explained the difference between the two eligible bids.
Two alternatives were recommended by OPN Architects. The first was the addition of linear LED accent lighting at a cost of $12,500 and the connection of the Carroll Police Department garage heater to the building automation system for $7,600 was the second. With these additions, Badding Construction’s price was now raised to $4,526,100, which is still below the architects cost estimate. Pogge-Weaver also detailed the overall project cost.
There are several funding sources to be used, including Local Option Sales Tax (LOST) dollars, a Community Attraction and Tourism (CAT) grant, donations to the Carroll Public Library Foundation and the community-approved bond. The total of all of these sources is enough to cover the high end of the estimates. Mayor, Dr. Eric Jensen, inquired about the ability to add alternatives as the project went along. Some of the options would give them the ability to reduce costs by selecting different materials. A City Hall alternate would add a fire suppression system to that building at a cost of $63,000. However, according to Fire Chief, Greg Schreck, this is required for the library, but not for City Hall.
The recommended bid award to Badding Construction was approved on a unanimous vote.
