Carroll Council Will Discuss Merchant Park Lighting, Water Improvements And Public Hearings At Monday’s Meeting

Talk of lighting, 24-hour services, water and public hearings are on the docket for Monday’s Carroll City Council meeting. City Manager, Mike Pogge-Weaver has outlined the tentative agenda and says it will include discussion of several professional services agreements. The first is for updated lighting at Merchants Park.

Council members will review the final policy on providing 24-hour access to the weight room at the Carroll Rec Center, with sales taking place later this month. The next two professional services agreements with JEO Engineering are interrelated, and deal with chlorine levels and water pressure.

There were two recommendations coming out of a study done last year. The first is to add a mixer unit to the water tower. This would keep the water turning so it does not age and lose chlorine. The mixer will connect to the interior of the tower, affecting the internal paint. The city could elect to spot paint or repaint the entire structure. With the finish already nearing the end of its lifespan at 20 years, the recommendation will be to paint the inside and the outside at the same time. Pogge-Weaver says measures are in place to make sure that the residents do not even realize that work is happening.

It would take the catastrophic failure of several different systems at the same time to create any problems for residents. The second water solution is an upgrade of the water main from the tower to Main Street. Following that, the council will consider a pre-levy public hearing for Feb. 25, at which time they will propose debt issuance for a pumper truck and street improvements. They will then work to set another public hearing for the Fiscal Year 2020 budget, proposed for March 11. Monday’s meeting begins at 5:15 p.m. in the Adams Elementary School board room. The public is invited and encouraged to attend.
