The City of Carroll and the Teamsters Local Union 238 have come to an agreement on a multi-year contract that will go into effect on July 1 of this year and expire on June 30, 2023. City Manager, Mike Pogge-Weaver, says that overall, he believes they have come to a very fair agreement with the public works union. Changes made to Iowa Code in 2017 left the majority of collective bargaining rights in place for public safety employees. However, for this segment of city staff, many negotiation items were taken off the table.

Pogge-Weaver says the agreement has been modeled after the Police Union contract that was negotiated last year.

This contract will be reviewed by the Carroll City Council at their second meeting of the Month, Monday, March 25. They will also receive reports on two bid openings that have taken place since they last met. Required updates at the city’s wastewater treatment plant that would utilize UV lighting to manage bacteria were put out to bid, but the six received all came in over the engineer’s estimated cost of $750,000.

Another project was delayed from last year after the city received non-competitive bids on street resurfacing. More areas of work were added and it went back out to bid this year, coming back with a more favorable result.

The council will also consider approval on the purchase of car and body-worn cameras and a new vehicle for the police department and an application for a 2019 Community Development Block Grant (CDBG). The meeting will be held in the Adams Elementary School board room and convene at 5:15 p.m. The public is invited to attend. A link to the meeting packet can be found below.
