A Carroll Man Who Has Had Several Run-Ins With Law Enforcement Is Arrested Twice In The Same Day

A Carroll man was arrested two times in the same day on different charges. Carroll Police Chief, Brad Burke, reports an officer was dispatched to the 100 block of East 5th Street at approximately 9:16 a.m. Thursday for an alleged assault. An investigation was opened and at approximately 10:23 a.m., 41-year-old Jacob Segura was arrested in the 400 block of West U.S. Highway 30 and charged with assault. Segura was released later that day, but again arrested at approximately 5 p.m. for making a false report to authorities. Burke says that Segura made a false accusation about the assault victim in an effort to get them charged with a crime. Segura’s name has been linked to multiple assault reports over the past several years. He reported an assault to authorities in May of 2017 that resulted in the arrest of another man. He was involved in a domestic assault in April of that same year, at which time the officer found a substance which later tested positive as methamphetamine. In June of 2017, Segura was arrested and charged with stealing a truck from the lot at Merchants Park. Most recently, he made it into news reports when officers arrived at his apartment in Carroll, looking for a woman who had reportedly stolen a vehicle in Indiana. Authorities say Segura told them the woman was not in his apartment, but then later witnessed her leaving the residence when the pair thought officers had left to request a search warrant.
