A Norwalk man has been arrested and charged with first-degree murder in the death of a Winterset woman on Monday. The Iowa Department of Public Safety reports that a call came in to the Madison County communications center at approximately 11:09 p.m. Monday night about an unresponsive female. Winterset police responded, finding 23-year-old Rosanna Otto deceased inside the home from an apparent gunshot wound. The police and the Division of Criminal Investigation (DCI) identified 25-year-old Jerome “Jerry” Moyer as a suspect in the death. Moyer was arrested in Dubuque County following a traffic stop and is being held in their county jail. He will be transported to Madison County at a later date.
