It is the fireworks season, and the Carroll Police Department is fielding complaints and issuing citations for infractions within the city limits. At approximately 9:24 p.m. on Thursday night, officers responded to the 300 block of East 2nd Street on a citizen complaint. Following an investigation into the allegations, 39-year-old Michael Grossman was cited for use of fireworks. The City of Carroll has restricted usage to novelty items only.
