A Carroll man is in custody after going “off-road” within the city limits. The Carroll Police Department was notified at approximately 11:13 p.m. Tuesday night that someone was driving on lawns in the 1000 block of Simon Avenue. They identified the vehicle as a black Ford F-150 pickup truck, which officers located, performing a traffic stop at Quint and 17th Streets. Forty-three-year-old Robert Loew was arrested and charged with first-offense operating a motor vehicle while intoxicated.
