Carroll Man Accused Of Drug Trafficking Arrested After Failing To Appear For Arraignment

A Carroll man accused of drug trafficking was taken back into custody on Monday after missing his arraignment hearing. According to Carroll County District Court records, 49-year-old Chad Michael Hess is charged with one count of delivery of a controlled substance, methamphetamine, a class C felony with a habitual offender enhancement, and was scheduled to appear for the Nov. 18 arraignment hearing. A bench warrant was issued for Hess later that day after he failed to appear. Hess was initially arrested on Aug. 22 following an investigation by the Coon Rapids Police Department, which alleges he sold approximately 1.5 grams of methamphetamine to a buyer on May 16. His next court date is scheduled for Jan. 2. If found guilty, he faces up to 10 years in prison and $10,000 in fines. Hess has a long history of drug convictions, including drug trafficking in 1996, 2000, 2004 and 2015 and possession of controlled substances in 2003 and 2006.
