Carroll Council Approves Zoning Change Request And Moves Ahead With Youth Sports Complex Project

The Carroll City Council held two public hearings at their most recent meeting, one on the rezoning of a parcel, nearly five and a half acres in size, on the east side of Bella Vista Drive and another on a lighting project at the Carroll Youth Sports Complex. City Manager, Mike Pogge-Weaver explains the request received for the rezoning from property owner representative, Marty Steffes of Roman Steffes and Sons Construction, Inc.

The proposal was also reviewed by the Planning and Zoning Commission and they recommended approval of the change. No public comments were received by the commission or the City of Carroll employees. Low density residential is the same zoning classification as those properties to the north and would allow for single family and duplex dwellings. The council approved that change. They then heard from Parks and Rec Director, Jack Wardell on an estimated $440,500 lighting replacement project at the sports complex.

Wardell says the cost for fields four and five is $280,000 and another $135,000 for field seven. The remainder is for engineering services. He adds the updated technology will provide energy savings and more ease of use.

Bids will be opened Monday, and at that time they will know if there is an actual budget shortfall. Currently, they are $53,500 short on the project, but have opted not to open a dialogue of the options until actual costs are known. If necessary, they can do work on two this year and one next. The council approved the adoption of the plans, specifications and estimated costs and will likely revisit the bids at their next meeting, Tuesday, Jan. 28.
