Dawn Mentzer, CEO of Rolling Hills Community Services, overseeing regional mental health and disability services that include Carroll, Calhoun, Crawford and Sac Counties, told the Carroll County Board of Supervisors that the Governor’s plan for this year could create a deficit for the region.
Neil Bock asked if he was understanding the state’s proposal accurately.
The Department of Human Services is arranging a meeting between the CEOs of the state’s regions and Gov. Kim Reynolds so they can learn specifically what the plan is for distribution of the funds. Bock says he believes each county is being asked to carry $12.50 per capita, down from $42.79; in funds drawn from property taxes, and the state will make up the difference. One proposal is to raise sales tax to help cover this. Mentzer says she has not had a chance to read all of the correspondence she has received on this topic. But she has been saying she believes this is part of a plan that has been in place all along.
Mentzer adds this is the one solid opinion she can give on the topic. Eventually, she says, she believes it will be one statewide system run by the Managed Care Organizations (MCOs).
