A Carroll man is facing a second operating while under the influence charge following a traffic stop on Monday. The Carroll Police Department reports they pulled over a 2003 Ford Explorer at Monterey and Woodland Drive at approximately 4:07 p.m. During that stop, 55-year-old David Pemble recorded a Blood Alcohol Content (BAC) of .160, two times the legal limit of .08.
