The Glidden City Council voted Monday night to add or update four community policies as part of the eligibility requirements for a $500,000 Community Development Block Grant (CDBG) for the planned upgrade to their wastewater treatment facilities. Near the end of last year, city officials decided to delay bidding on the $3.6 million project to reapply for the funding. Administrator, Brooke Peterson, says the city needed to have several nondiscrimination policies on the books for the CDBG money to come through. The required additions include policies regarding affirmative fair housing, anti-discrimination practices for employment, competitive procurement methods and employee code of conduct. According to Peterson, nearly all the guidelines laid out by the CDBG conditions were already used by the city, but they just had not been formally adopted. She says the council can move forward with the project now that the requirements have been met.
Peterson expects a contractor to be selected before the end of the summer with construction getting underway potentially as soon as this fall. City officials are optimistic the new wastewater treatment facility will be operational by the summer of 2021. The full text of the updated policies can be found included below.
