Carroll Council Approves Cemetery Rate, Ordinance And Policy Changes

Proposed rate increases at the Carroll Aquatic Center, the Municipal Golf Course and the Rec Center are pending approval by the Carroll City Council. The roughly five percent changes will likely be brought back at the next council meeting on Nov. 9, but other changes brought before the council earlier this week on cemetery rates and policies were approved. Director of Parks and Recreation, Jack Wardell, says burial rates at the Carroll Cemetery have not been changed since 2013.

The increases range from $25 to $100 for lot fees and opening and closing of sites during the week and on weekends. Wardell also introduced an update to the city’s cemetery ordinance which would allow additional cremation burials in a single site.

The final proposed change at the Carroll Cemetery is in regard to grave decorations. Wardell says there is currently no written policy in place for flowers, memorials and other items that are placed on or near headstones. He says these decorations can create difficulties in upkeep of the grounds.

The new policy will allow permanent decorations as long as they are on and in line with the monument or on the concrete pad. Temporary grave decorations will be prohibited except for the two weeks prior to and following internment, two weeks prior to and following Memorial Day and between Thanksgiving and March 1. No glass will be permitted. No digging will be allowed and any plants, shrubs or trees outside of the above parameters in containers can be removed by staff. Those planted prior to Sept. 1, 2020 will be grandfathered in and allowed to remain, but staff may remove them if they wither or die. A copy of these policy changes as well as copies of the cemetery and other proposed rate increases can be found below.
