City Of Carroll Seeks Public Input On Proposed Noise Ordinance

Carroll Police Chief, Brad Burke, says a 2019 city ordinance that required changes resulted in the creation of a new one regarding noise.

After that discussion, Burke researched ordinances in other communities to compare what they are proposing with what other cities have adopted. Before moving forward, Burke says he would like to have public input on the proposed draft. He outlines the complaints that are being addressed.

The ordinance has been reviewed by Carroll City Attorney, Dave Bruner, and it specifically places limitations on levels and distances traveled for noise emanating from inside vehicles as well as those coming from modified exhaust systems. It also defines noise disturbances and prohibits the transmission across property lines at a distance of 50 feet and for more than 30 seconds. It creates quiet times between 10 p.m. and 5 a.m. for most noise laden activities and 10 p.m. to 6 a.m. for construction equipment operation. A total of 15 exceptions are provided, including garbage collection, snow removal, emergency operations, essential services and more. Violations of the ordinance will be considered a simple misdemeanor with a fine of at least $90 but no more than $855. A copy of the proposed ordinance is included with this story on our website.
