For the second time in three days, a Manning man has been arrested for public intoxication and recorded extremely high Blood Alcohol Contents (BACs). The Carroll Police Department reports they arrested 26-year-old Scott Douglas Wycoff after receiving a report of a disturbance in the 2000 block of Kittyhawk Avenue at approximately 5:10 p.m. Monday. His BAC at the time of arrest was more than four and a quarter times the legal limit of 0.08 at 0.345. This arrest follows one on Saturday, at which Wycoff’s test came back at 0.353.
