After more than two years of consideration, adaptations and meetings, the City of Carroll on Monday night approved the third reading of a rental housing code ordinance and adopted the same. Again, City Manager, Mike Pogge-Weaver, explained the purpose and basic structure of the ordinance.
He also detailed the code adaptation for COVID-19 safety procedures. These, he says were drafted after reviewing the policies in place for other communities.
If the 14-day rates are above 15 percent or if there are more than 60 new cases in that timeframe, the city will suspend inspection of unoccupied buildings as well. Several landlords again joined the meeting digitally and wanted to speak out about this comment made by council member Clay Haley at the last meeting on Nov. 9.
Landlords, Leo Kasperbauer and Margaret Saddoris, spoke about that statement.
The ordinance was approved on a vote of four in favor and two, Jerry Fleshner and LaVern Dirkx, against. Immediately following, the council unanimously voted to approve the fee schedule that has an annual permit fee of $35 for the first unit and $10 for each additional with no fees for initial inspection and first re-inspection and a $55 per unit fee for second and subsequent re-inspections. The council also unanimously passed a wage resolution of $21.36 to $28.10 per hour for a code compliance officer. This city employee will be responsible for oversight of rental housing inspections, code enforcement and the city’s sidewalk inspection program.
