A Carroll woman was arrested and charged on Friday in relation to a late November incident. The Carroll Police Department reports they took 53-year-old Marlene Toliver into custody at approximately 3:22 p.m. in the 500 block of E. 18th Street. She has been charged with fourth-degree criminal mischief for allegedly damaging property valued at more than $690 on Nov. 28. She has since been released on her own recognizance.
