An Arcadia man faces a felony drug possession charge in Carroll County District Court. According to court records filed Wednesday, 34-year-old Matthew Allan McNelly has been issued a summons to appear for an alleged controlled substance violation, a class D felony. The charge stems from a traffic stop by the Carroll Police Department on Aug. 15, 2020. While speaking with McNelly, authorities detected the scent of marijuana emanating from inside the vehicle. A search of the interior located approximately 52.9 grams of a substance believed to be marijuana. The materials were sent to the Division of Criminal Investigation (DCI) laboratory for testing and returned as positive on Monday. McNelly’s initial appearance is scheduled for Thursday, Feb. 11. A class D felony carries a maximum penalty of up to five years in prison and $7,500 in fines.
