The City of Carroll, the Carroll Chamber of Commerce and RDG Planning and Design have spent the last several months assessing the U.S. Highway 30 corridor through town. A survey and interactive map were made available to residents in late 2020, and now they are ready to talk about proposed plans and ideas for development in that region. Charlie Cowell, an urban planner with RDG, says they have already received some valuable input.
Cowell says they have segmented the corridor from the east entrance through the west side.
The number one location drawing the most commentary is at Highway 30 and Grant Road. Cowell says they have developed ideas based on that feedback.
This is a prime building development location, according to Cowell. A drawing of possibilities is included with this story on our website. City Manager, Mike Pogge-Weaver, says they have dialed in to a lot of different specifics, including the empty JC Penney building in the downtown business district.
The next step in giving residents an opportunity to provide reaction, input and comments will come next week at a virtual presentation of the initial plan on Wednesday, Feb. 24. Cowell says they want residents to be ready to talk and be active participants. The presentation and public discussion will begin at 7 p.m. and be available for participation through Zoom or through a chat function on YouTube. It will also be aired on local access cable, CAAT6, channels. Questions can be submitted prior to the meeting or feedback afterward.
