The Carroll Fire Department was dispatched at approximately 10 a.m. to the scene of a controlled burn on the west side of town as a safety precaution. The burning of railroad ties became larger than expected and authorities called in firefighters to help keep it contained. Residents have reported plumes of very black smoke and large flames prior to the department getting involved.
