Monday’s Carroll City Council meeting will feature another post-session workshop as well as a closed session per Iowa Code 21.5(1)(c), “To discuss strategy with counsel in matters that are presently under litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation.” City Manager, Mike Pogge-Weaver anticipates a brief statement will be made following. Other items on the agenda include the third reading for reinstatement of the city’s drug paraphernalia ordinance. Pogge-Weaver says, as of this airing, no comments had been received by his office. The council will also hear a report on Community Development Block Grant (CDBG) funding.
Community of Concern received $23,425 and New Opportunities $20,625 for the $25 restaurant gift card program. New Opportunities was granted an additional $5,000 for processing of donated meat. There will be a public hearing on the Fiscal Year (FY) 2022 budget and then the presentation of bids for sidewalk and patio work at Southside Park. Pogge-Weaver details a professional services agreement that will be reviewed for designs at a new recreational area.
The next agreement is with RDG Planning and Design for plans and specifications on proposed work at the Carroll Rec Center.
The nearly $500,000 design fee is a portion of the estimated $7.31 million project that will be funded through cash set-asides, Local Option Sales Tax (L.O.S.T.) and potentially up to $700,000 in property tax bonding. The workshop following the meeting will focus on housing. The council’s session will convene at 5:15 p.m. Monday evening and will remain closed to general public attendance.
