After lengthy discussion and many questions, the Carroll City Council approved two professional services agreements for upcoming projects. Director of Parks and Recreation, Jack Wardell, explains the work proposed at Northeast Park for Kellan’s Kingdom all-inclusive playground and the Miracle League Field.

The total cost of the surveying, design and construction phase services by Shive Hattery, Inc. is $24,800. The home of Daryl and Joyce Hinners abuts Northeast Park and they voiced their concerns to councilman Mike Kots.

Wardell says those decisions will be made in the design process. Lighting and possibly adding more trees could be factored in to help with their privacy and noise concerns. The second agreement discussed and approved is for design services for work at the Carroll Rec Center with RDG Planning and Design.

The estimated $7.31 million project includes a $480,000 design fee with an estimated two-year timeline that has construction taking place from Feb. of 2022 to April of 2023. Funding will come from Local Option Sales Tax (L.O.S.T.), $1 million in funds that have been set aside from L.O.S.T., and property tax bonds up to $700,000. Council member, LaVern Dirkx, asked Wardell if the walking track would impede basketball play on the courts below.

Dirkx also asked about keeping locker rooms open as construction is taking place. Wardell says they will stagger sides and split the other into two segments. That, along with other changes to keep people out of construction areas will be implemented as needed. These are minor inconveniences, but simple workarounds for them to maintain operations as much as possible.
