Payments to local governments will be distributed half following enactment and the remainder 12 months after the first payment was received. There is no minimum population threshold, but non-entitlement distributions, to communities under 50,000 in population, will be capped at 75 percent of the pre-pandemic city budget. These funds can be used to replace lost revenue and can be transferred between jurisdictions or to non-profit partners. The current estimates will have the City of Carroll receiving slightly more than $1,363,880 and Carroll County just over $3,910,875. Final numbers will be provided in the near future.
