Storm Lake Man Arrested Friday After Striking High School Student With Vehicle While Intoxicated

A Storm Lake High School student was seriously injured on her way to school this (Friday) morning after she was struck by a drunk driver. According to the Storm Lake Police Department, officers were dispatched at approximately 7:43 a.m. to the 800 block of Oneida Street on a report of a hit-and-run accident. Upon arrival, officers located and provided aid to a 15-year-old female with suspected serious injuries. She was transported to Buena Vista Regional Medical Center by Buena Vista County Emergency Medical Services for treatment. Law enforcement used video surveillance from the high school and buses to identify the suspect vehicle as a 2015 Chevrolet Colorado, owned by 27-year-old Juan Rodriquez Parra of Storm Lake. Officers made contact with Parra at approximately 8:20 a.m. and say he was showing signs of alcohol impairment. Further investigation found Parra had dropped off two children at the high school prior to striking the victim. Authorities say Parra failed to provide aid to the injured girl or notify law enforcement of the incident. He was taken into custody and transported to the Buena Vista County jail, where a test showed his blood alcohol content (BAC) was more than two times the legal limit. Parra faces multiple charges, including: serious injury by vehicle, a class D felony; second-offense operating while intoxicated, two counts of child endangerment and leaving the scene of a serious injury accident, aggravated misdemeanors; carrying weapons while intoxicated, a serious misdemeanor; and multiple simple misdemeanor traffic violations. He remains in custody on a $7,000 bond.
