Carroll officers respond to the report of train on fire and arrested a Carroll man on charges stemming from a February incident. Police Chief, Brad Burke, reports the department was notified at about 9:20 a.m. Thursday about a train entering Carroll from the west that was allegedly on fire. The train was located and stopped near the U.S. Highway 30 overpass, but no visible evidence of a fire was found. The issue was turned over to the Union Pacific Railroad. Then at approximately 7:43 p.m. Thursday, 24-year-old Taylor John Kramer was arrested at Amy Circle and High Ridge Road. He has been charged with possession with intent to deliver methamphetamine and possession of marijuana resulting from a Feb. 26 incident. During the arrest, suspected controlled substances were located and further charges are pending Division of Criminal Investigation (DCI) Criminalistics Laboratory test results. As of Friday morning, Kramer remained in custody at the Carroll County jail.
