Local Governments And State Recreational Trails Will Receive Funding Assistance

Region XII Council of Governments has provided a COVID-19 funding update. The first is for recreational trails programs through the Iowa Transportation Commission. They have approved a one-time, $5 million allocation to help offset COVID-related reductions in the State Recreational Trails (SRT) program. Funding can be used for property acquisition, construction of new trails, maintenance, resurfacing and restoration of existing trails, development and rehabilitation of trailside and trailhead facilities and trail linkages. Applicants must be a federal or state agency or local government. Details on the application process are included below. The impact to Road Use Tax Funds have been significantly less than was originally feared at the onset of the pandemic, but there is still an estimated decrease of $50 million. The Iowa Transportation Commission has approved the COVID-19 Relief Fund allocation for the distribution of funds appropriated in the December 2020 CARES Act. The previously mentioned trails program accounts for $5 million of those funds with the Iowa Department of Transportation (IDOT) receiving 47.5 percent of the allocation at $55.5 million, County Secondary Roads Funds at 24.5 percent, or $28.6 million, the Farm-to-Market Fund is set to receive eight percent at $9.4 million and the City Street fund 20 percent at $23.4 million for a total of $121.9 million. Finally, the State and Local Coronavirus Fiscal Recovery Fund Legislation that is a part of the America Rescue Plan Act was signed March 11. Estimations for the City of Carroll are currently at 1,363,881 and for Carroll County are at $3,910,878. Estimations for surrounding communities and counties can also be found below.
