At Monday’s Carroll Council meeting, Director of Parks and Recreation, Jack Wardell, presented cost estimate changes on proposed updates to the Carroll Rec Center. He says the scope of the work is to include an added gym, raised walking track and two family changing rooms as well as the gutting and renovation of locker rooms and a new cooling system in the gym. They are also considering adding a wet classroom and group exercise area and relocating the control desk.

Wardell says budgeted funding comes from Local Option Sales Tax (L.O.S.T.) a general obligation bond that does not require a public vote, dollars from the general fund and hotel/motel tax proceeds.

Brad Rodenberg, a partner and architect with RDG Planning and Design, presented seven cost-saving options. These include the elimination of the group exercise addition, use of insulated metal panels, glass reductions, substitution of brick for metal wall panels, elimination of the office and common area renovations, use of ceramic tile instead of terrazzo in entry and common areas and wood flooring instead of synthetic rubber in the gym. Council member, LaVern Dirkx, says he is not comfortable going over the initial budget.

City Manager, Mike Pogge-Weaver, says originally the construction was at $7.31 million, and there were some bonding costs associated with that. The city has also been saving for an HVAC replacement and that has been added to this project, so that set-aside of around $400,000 is added to reach the $7.747 million in funding. In the end, the council directed city staff and RDG Planning and Design to move ahead with eliminating around $570,000 with removal of the group exercise addition and to forego remodeling of the offices and activity room for an additional savings of nearly $257,600.
