The Carroll City Council has awarded the 2021 street restoration project and discussed adding the Rolling Hills South 4th Addition to the Carroll Urban Revitalization plan. Two proposals were received for street restoration that City Manager, Mike Pogge-Weaver, says is not quite the same as other projects.

The total cost, without the Timberline Road/Main Street sidewalk, is estimated at $491,592.86. Construction is anticipated to be completed on Nov. 15. In June, the council discussed expanding the Urban Revitalization area in the core of the community to include nearly the entire city. Pogge-Weaver says there are some Tax Increment Financing (TIF) areas in residential spots that will be excluded.

Specific stipulations were placed on the TIF. One that the units be completed on or before March 1. However, three of the six are under construction with only one completed. The developer cited material shortages as an issue. Pogge-Weaver asked about amending the TIF agreement.

The council directed staff to include this addition into the plan and amend the developer’s agreement. It is estimated the Urban Revitalization proposed plan will be presented to the council on Monday, July 26.
