RAGBRAI gets underway on Saturday, and with Carroll City Manager, Mike Pogge-Weaver, shifting to a bike seat for the week, Monday’s Carroll City Council meeting is planned to be a brief one. The 5:15 p.m. meeting will still be held in the City Hall council chambers and Pogge-Weaver will join via Zoom. The consent agenda includes an introduction to Carroll’s newest police officer, James Heller, as well as approval of the amendment to the Community Development Block Grant (CDBG) Owner-Occupied Housing Rehabilitation program that was discussed at their last meeting. The council will then revisit two other topics for their third and final readings.

Upon approval, the sanitary sewer service charge rate changes will become effective Aug. 1. The council will also begin the process of refunding capital loan notes in the amount of $3.6 million.

Pogge-Weaver adds this is going to save a large dollar amount. They will not have that exact number until the bonds sell, but it could be from $294,000 to $380,000 saved. They will then discuss the purchase of a camera system to be used by the wastewater treatment department for pipe inspections.

The quoted price of an Envirosight inspection camera from MacQueen Equipment is $71,580. Also included on Monday night’s agenda is a discussion on fixing a date for a public hearing and adoption of the updated Carroll Urban Revitalization plan. Monday’s meeting is open for in-person attendance by the public, but will also be aired live on local access cable, CAAT6 channels and livestreamed on Zoom and YouTube.
