The lower-level meeting room at the Carroll County Courthouse was overflowing this (Monday) morning as the Board of Supervisors brought forth discussion on a proposed resolution to become a Second Amendment sanctuary county. Sheriff, Ken Pingrey, read the resolution, a copy of which can be found below, and County Attorney, John Werden, presented his thoughts after he reviewed several drafts of those adopted by other counties in Iowa and Missouri.

Supervisor, Rich Ruggles, says he has listened to a lot of people on both sides of the argument and his opinion is that this is a Constitutional issue. A lot of people, however, are trying to tie gun issues into it as well.

Members of the public attended, both those in favor and those against. Dick Searle says the resolution is “purely propaganda” and a scare tactic.

Werden says we are seeing credible threats right now from the Biden Administration to limit certain types of ammunition and this is a way to let the state and federal legislators know the people of Carroll County and our representation do not agree with moves like this that are counter to Constitutional rights. Mary Bruner says they all support law enforcement and those who make and legally sell the guns, but called the resolution “political theater.” She does not believe it is necessary, but was happy to see some changes made by Werden, who said he was not in agreement with language adopted by other counties.

Former Carroll Police Captain, Mark Heino, also voiced his opinion on the resolution. He says he is in “full-throated agreement.” It is not political theater and it is not grandstanding. The Second Amendment and the provisions are inherent, they are not given by the government to be capriciously taken away, and this resolution simply codifies that. Supervisor Dean Schettler says he does not want this to act as a beacon for the criminals out there.

Other citizens along with firearm dealers and manufacturers all agree this is just a way to say the gun owners’ rights will be protected and that these men and women will still abide by all laws required to purchase and carry them.
