The charge stems from an incident in the 500 block of Washington Street on Aug. 25. The Carroll Police Department responded to the scene at approximately 7:46 p.m. for a reported dispute. Witnesses told law enforcement Kuhlman had threatened to shoot a car that three minors were sitting in at the time of the statement, and Kuhlman had told authorities he had access to several firearms.
