During their meeting earlier this week, the Carroll City Council narrowly approved a resolution to annex an approximately 10-acre area on the eastern edge of city limits. According to City Manager, Mike Pogge-Weaver, city officials were approached by the owners of Choice Auto, James and Amanda Rezac, seeking voluntary annexation of their property on U.S. Highway 30 in order to extend sanitary sewer to the site.
Pogge-Weaver adds he spoke with the APQS management last week, and they are aware this process is occurring. Ward One Councilman, Tom Bordenaro, says he favors annexing only the Rezac property, as they are the reason the council is even considering expanding city limits.
Ward Three Councilman, Kyle Bauer, asked about the potential for future expansion to the east and elsewhere if APQS were left unannexed. Pogge-Weaver says leaving their parcel out could create problems later on down the road.
A motion from Bordenaro to annex only the Rezac property failed on a 3-3 vote. Ward Two Councilwoman, Misty Boes, identified a potential conflict of interest to vote on this issue. She currently serves as APQS’ controller and indicates her employer is not interested in annexation. City Attorney, Dave Bruner, was asked for his opinion.
Earlier in the meeting, Bauer identified his possible conflict of interest due to his employer, McLaughlin Family Companies, having a potential financial interest in this decision for future development.
A motion to annex the Rezac and APQS properties was approved on a 3-2 vote with Boes abstaining and At-Large Councilwoman, JJ Schreck and Bordenaro opposed. With this direction, city staff can now begin the formal process of incorporating the area in question into city limits.
