He adds they will not be able to take lumber, shingles, hazardous waste, batteries, tires, recycling, and concrete blocks. The council then discussed health care coverage for city employees, and Lawrence says this is designed to help them bring in new workers and retain employees.

TIF is tax increment financing, allowing local governments to invest in public infrastructure and other improvements up-front. This allows the council to pay later for those investments, and they can do so by capturing the future anticipated increase in tax revenues generated by the project. Lawrence adds what the project is indented to do.
